Councillor Susan Hall, responsible for environment services at Harrow Council, played a leading role in the work.
Efforts to tackle problems including flytipping in Rayners Lane kicked off yesterday.
Harrow Council teamed up with the police to clean away graffiti and plant flower beds in the area around Rayners Lane tube station.
The work, part of a "week of action", will continue until Friday.
